We (ok my wife) gets paid monthly and the bills come in monthly. We set asside the amount in a separate account to cover off all bills.
We have another account for other expenses (groceries, etc.). When this runs out... that's it.
Unfortunately, a few unplanned expenses have come up. These are non-recurring things like care repairs. We do try to budget/save/plan ahead for some of these, but they always seem to cost just slightly more and never the right time of month.

So a monthly plan, (most) expenses are covered, but the odd time we have to dip into savings.
We're almost there (unless we have another car hickup).

My question would be for folks like myself who are either self-employed or commission based, how would one set up a monthly/weekly "budget"? Some months $0 & others several thousand net.
Fortunately my wife has the steady income. My income covers the emergency fund, savings & incidentals for the month.

All you can do is estimate (based on past history). And I suggest you estimate low.
