Find books at the library outlining fun activities like making kites, cooking or puppet shows and do them together as a family.
We did this recently with paper airplanes and had a blast. Very cheap entertainment -- and we didn't even break anything flying the planes around the house.
One extra library-related tip: Get combination books/cassette taps for the kids to listen to on long trips in the car. We always check out about 15 of them before a big trip and the kids read/listen for hours. (They each have their own walkmen -- the ones my wife and I use when we work out -- so they can listen to their book without disrupting the other child or, more importantly, the parents.) :-)
