What a polite euphemism for slave auction.

The initial "wall" was built using slaves in conjunction with the West India Trading Company led by the Dutch authority. Slaves were bought and sold on Wall Street. After the abolition of slavery, former slaves would stand "on the wall" to find work, not dissimilar to the men who hang around outside the Home Depot parking lot.
